If we change the Time, we keep receiving different stats values for Transaction Time-x percentile. If there is no individual transaction response time kept, why does this percentile value change? If you don’t keep individual transaction response times, how does CEM generate these?

It is a misconception that we don't keep individual transaction response time. We do keep these. CEM does maintain percentiles for the data for the transets of the selected transet groups. If we have 'n' number of business transactions it maintains 'n' records.
The raw data is stored in the "ts_st_ts_all_int" table.
