Rally Sync Job error: Not able to parse artifact type: portfolioitem

Issue/Introduction

Synchronize Agile Central job is failing on all projects referencing error:  Not able to parse artifact type: portfolioitem. The job was previously running successfully. There seems to be a connection issue. 

Excerpt of errors found in logs:
