Attributes locked by a process can be edited even if changes can not be saved. Is this expected?

Issue/Introduction
Attributes locked by a process can be edited even if changes can not be saved. Is this expected? On the Classic PPM, the attributes appear as locked with a padlock icon next to and can not be edited. On the Modern UX, the fields are editable.
Environment
Any PPM release
Resolution
The Modern UX shows the fields as editable. However, when you try to edit a field or change a value, you get an error like:
CMN-0015: Attribute 'mystatus' was locked and cannot be changed.
The locked attribute displays a padlock icon on the Details flyout, but a reactive message on grid views: CMN-0015: Attribute 'xxxx' was locked and cannot be changed.
