CEM monitor abends at startup with SQLCODE: FFFFFCDB

Issue/Introduction

After applying a multitude of maintenance, the CEM monitor takes a SVC dump and terminates with the following error:

Cause

An incorrect 'qualifier' on the bind package job (CEM0098D) was the cause of the failure.

Resolution

Supplying the correct 'Qualifier' on the Bind package statements proved corrective.
