Spectrum NCM Configuration Capture Failing using Telnet/FTP with an unknown error

Resolution
If you run a sniffer trace on the SpectroSERVER machine and reproduce the issue, you will see the following error within the packet capture:
Telnet
Data: \r\n
Data: %Error opening ftp://<IP_ADDRESS>/SCM_0x1014b0f (Undefined error)
