S614-40 abends after running CA 1 CTSSYNC

Issue/Introduction

Jobs abend with S613-40 using tapes that had been synchronized running CTSSYNC.
The tapes in question had to be synchronized manually as they were work tapes and were created with WRKFLS set to YES.

Cause

Problem is caused by using WRKFLS YES with logical worm tapes, since the work tapes remained scratch and thus the worm information in the TMC record was not cleared at scratch time. After CTSSYNC to clear the out of sync condition, which also was caused by WRKFLS YES, the existing WWID (which was not cleared by TMSCLEAN) was compared to the current WWID and as it did not match the tape was rejected with message IECTMS3 and a not scratch code of 70.
Use WRKFLS NO since worm tapes by defintion can't be work tapes, which can be overwritten immediately.

Resolution

For the scratch tapes that sitll have the logical worm flag X'04' on in FLAG5 and the old WWID, the worm flag needs to be cleared to be able to reuse the tape as scratch. This can be done running TMSUPDTE with REP FLAG5=HEXZEROS or UNEXPIRE the TMC record so that it goes thru normal TMSCLEAN scratch processing.

NOTE: PTF SO12305 is available to force WRKFLS NO processing with WORM tapes
