Log rotation of Windows Agent is not working correctly

Issue/Introduction

Windows agent are not logging correctly, the logs are not created or the numbering is not sequential.

In some cases the timestamp is prefixed with a string:
000003C4 20190822/034113.880 - U02000059 Logging was changed.
000003C4 20190822/034113.880 - U02000000 Started program Agent 'WIN01', version '12.2.3+build.1558154957665', changelist '1558082237'.
000003C4 20190822/034113.880 - U02000232 Build Date: '2019-05-18', '06:53:29'
