Solution:

Check the SYSVIEW STC log for the following DSNs which are specified in the System Configuration parmlib member (GSVXGSVX):

Dsn-Site-xxxxxxxx
Dsn-System-xxxxxxxx

Confirm that all of these datasets exist and the STC should come up.
