You don't need UID(0) for the NMSSI if you are implementing the parameter group $RM SYSLOGD.

If using UID(0) in your environment is discouraged, you can add
READ access for SUPERUSER.PROCESS.GETPSENT and SUPERUSER.PROCESS.KILL to the USS privileges of your external security system for the Netmaster SSI userid.
A HOME directory must also defined for the NMSSI userid in the OMVS segment.
Please contact your security specialist for assistance.

The NMSSI must be cycled after the security changes are complete.
This will allow syslogd to be activated at region startup.
