As long as FDRCOPY or DFSMSdss is used to make an exact copy (bit by bit) of the Top Secret BDAM security file, it can be used to copy the file.

The primary Top Secret files should never be copied while Top Secret is actively using them. Instead, the backup BDAM and VSAM security files should be copied. If the VSAM backup file is going to be copied to be used as a primary VSAM file, run the VSAMDEF7 job in the CAKOJCL0 library after copying it. This is will do a REPRO of the backup VSAM file into the VSAM file. This is required because the backup VSAM file is allocated with REUSE and the primary file is allocated without REUSE.
Another option is to bring Top Secret completely down before attempting to copying the primary BDAM and VSAM security files.
There is no need to change the name if the copy of the BDAM and VSAM files is done when the system being copied to is down.
