Action Plan users dropdown list search failure on partial input

Issue/Introduction

When attempting to assign a user to an Action Plan in Information Centric Analytics (ICA), the full account name must be entered when searching in the list of users before a result is returned and an assignment can be made.

This behavior is by design. The entire name is required for the search to complete.
