OracleMTSRecoveryService not starting on Oracle 12c installation

Issue/Introduction

Upgraded Oracle 11g to Oracle 12c and OracleMTSRecoveryService failed to start with Windows Event log message "OracleMTSRecoveryService failed to start- The service was not able to initialize as port was not properly configured."

Environment

Oracle 12c on Windows Server 12 R2

Cause

Old Oracle Service leftover, not needed in Oracle 12c

Resolution

Ignore service or delete it with the command 

sc delete OracleMTSRecoveryService
