Issue/Introduction

Enforce console down; console inaccessible; services do not stay running

Caused by: oracle.net.ns.NetException: Listener refused the connection with the following error:
ORA-12516, TNS:listener could not find available handler with matching protocol stack

Environment

TNSNAMES and SERVICENAME used to connect to a global URI for oracle RAC.

Resolution

URI for RAC failed to resolve.

Set the jdbc.properties to use the IP of the RAC node to work around the issue until the customers name resolution issues were resolved.
