Issue/Introduction
During installation of ICT, Console is not accessable. Https displays a 404 "page cannot be displayed" and http shows a "Server Error in /ICT/administration".
Windows event viewer and http://[ict administration console] shows:
Stack trace shows "FileNotFoundException: Could not load file or assembly 'ict-license-library.DLL'

Cause
MSVCR120.dll from the Microsoft Visual C++ Redistributable Packages for Visual Studio is missing from the server. Install at least the package for 2013.
Resolution
Install redistributables package and restart the server and/or the IIS service from the IIS Console
