The EDPA.exe is spiking the CPU and does not release the memory.
The policy had too many exceptions entered.
A temporary workaround is to disable the policy that is causing the CPU spike.
An additional solution would be to set up a group in AD and add/remove users as needed. Then configure the user exception in the policy by adding the group.
