In ITCM, which also includes CCS, the Continuous Discovery Agent subnet scan frequency can be changed by modifying the following registry key:

For 32 bit machine:

HKEY_LOCAL_MACHINE\SOFTWARE\ComputerAssociates\Discovery\Agent\DscvrAgtEngine\DiscoveryMgmt\POLL_INTERVAL

For 64 bit machine:

HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\ComputerAssociates\Discovery\Agent\DscvrAgtEngine\DiscoveryMgmt\POLL_INTERVAL

By default the POLL_INTERVAL is set to 60 minutes, which is the minimum valid value.
