After you upgrade a Package Server computer to Windows 10 Fall Creators Update, the Package Server fails to connect to the internet. This happens because the DefaultAppPool identity is unable to start after the upgrade.

Workaround: Manually delete the symbolic links that are created by Windows Update:
1. Open Windows PowerShell with Run as administrator option.
2. Run the following commands:
Stop-Service -Force WAS
Remove-Item -Recurse - Force C:\inetpub\temp\appPools\*
Start-Service W3SVC
