Resolution

In the Console go to Manage>Policies
Go to Monitoring and Alerting>Monitor>Monitor Policies and right-click on the Monitor folder (or whatever folder is desired) to create a new monitor policy under
Select New>Monitor Policy (Agent-based)
In the new monitor policy click on the name and change it to "Less than 20% RAM Free - Send Email" (or whatever name is desired)
click the blue + button under the Rules tab
In the Select Rule window click * New and select Metric
In the New Metric Rule window name the new metric rule "Less than 20% RAM Free" (or whatever name is desired)
Click Select category and select Memory
Under Metrics click the yellow * button to add a metric evaluation
In the New Metric Evaluation window click Select Metric
In the Select Metric window select Memory Available % of Physical RAM and click OK
Back in the New Metric Evaluation window set Statistics: to Average (or Minimum or Maximum)
Set Time period: to "30" seconds or whatever is desired
Set Condition to Is less than or equal to (or Is less than)
In Value: enter "20" (or whatever percentage is desired)
Click OK

Back in the New Metric Rule window under Actions, set Set severity to: to "Warning" (or whatever is desired)
Under Tasks in the Task server: box click the blue + button
In the Select Task window browse to System Jobs and Tasks>Monitoring and Alerting>Monitor>Tasks>Send Email and then click OK
In the Task Configuration window click OK
Back in the New Metric Rule window click OK
Back in the Select Rule window click OK
Back in the monitor policy under Applies To click Apply to and target the desired computers or filter
Finally, click Save Changes
