Database creation fails with JZ006 "Connection timed out" message during SEP installation

Issue/Introduction

Why does Symantec Endpoint Protection (SEP) installation fail with a JZ006 "Connection timed out" message while trying to create the SEP database?

Symptoms
The install_log.err log shows.

MainFrame >> configureDB > Creating database failed. SEPM's error code is [-5000]. Error message is [JZ006: Caught IOException: java.net.ConnectException: Connection timed out: connect].
Port 2638 is available.

Cause

Windows Firewall on Server 2008 R2 is enabled and preventing database creation.

Resolution

Disable the Windows Firewall or add an appropriate port exclusion for TCP 2638.
