"Error 1719. The Windows Installer Service could not be accessed. You may be running in Safe mode or Windows Installer may not be correctly installed."
There is no error window popping up, just a hang of the installation.
This is a problem with the Windows Installer.
Reregister the Windows Installer.

Generally, in the case of Symantec Scan Engine the installation needs to be done with an account like Domain Admin, having Local Admin rights and being a member of Backup Operators.
Also: in some cases Data Execution Prevention prevents a proper installation.
