By leaving the Comparison Operator field blank in the Search Clients screen it is only finding the place holders that are cached in the Symantec Endpoint Protection Manager, not actually running a search.
To find clients that do not have software already installed, or are otherwise unmanaged, you can utilize the Find Unmanaged Computers feature included with the software and found in the Symantec Endpoint Protection Manager console.
