Why is LUCOMS~1.EXE and LuCallbackProxy.exe using 100% of CPU on SEPM servers running 11.0 MR4 MP1a

Symptoms
High CPU utilization by either LuComs~1.exe or LuCallbackProxy.exe.

Resolution
