Symantec Management Platform 7.0 installation fails with the error ''Configuration Failed''

Issue/Introduction

When installing Symantec Management Platform 7.0 through Symantec Installation Manager, the application files appear to install, but the overall installation fails and the message in the interface is 'Configuration Failed'.

In the SIM logs, the following errors are shown:

Verifying webservice is available at Url: http://<ServerNameHere>/Altiris/NS/Services/NSConfigurationWebService.asmx

and

Exception encountered while verifying webservice: System.Net.WebException: The remote server returned an error: (500) Internal Server Error.
   at System.Net.HttpWebRequest.GetResponse()
   at Symantec.Installation.WebServiceFactory.ServiceAvailable(Type t, String webServiceRootUrl)

When you attempt to browse to the web service URL, the following error is shown in the browser:

Server Error in '/Altiris/NS' Application.

Compilation Error
Description: An error occurred during the compilation of a resource required to service this request. Please review the following specific error details and modify your source code appropriately.

Compiler Error Message: CS0016: Could not write to output file 'c:\Windows\Microsoft.NET\Framework\v2.0.50727\Temporary ASP.NET Files\altiris_ns\2adb9e0d\e5203314\App_global.asax.vbc8ruyr.dll' -- 'Access is denied. '

Also:

this error can be found in Window's Application Event Logs.

Cause

This issue can be caused by the Network Service group lacking adequate permissions to the path as defined in the System temporary directories.

Resolution

Grant the Network Service group full control to the path specified in the System temporary directories.
