Cause

.NET 3.5 Sp1 and .NET 2.0 Sp2 are not supported by the Symantec Management Platform 7.0 Sp1

Resolution

Install .NET 3.5 and 2.0 Sp1 on the NS.
All notification server scheduled tasks were disabled, most likely a result of the incorrect version of .NET first installed on the server.
Enable and test the Windows scheduled tasks.
