Cause

It seems that the wrong version of .NET is being used to decrypt the license certificate. Microsoft has made changes to the decryption process/requirements starting .NET 2.0 and above.

Resolution

If there are no specific applications requiring .NET 2.0, 3.0 and 3.5; then please make a complete backup of the Notification Server and uninstall .NET 2.0, 3.0 and 3.5.

If this does not fix the issue; please run a repair of Notification Server from Add/remove Programs.

NOTE: You may encounter errors in the console after the repair. Please review the KB46775.

Try to re-apply the license files after the repair if there are no additional errors.
