Cause

HTTP Proxy configuration set to block 'application/msi' Content-Type.

Resolution

Reconfigure the firewall to allow 'application/msi' Content-Type and http://crl.microsoft.com/pki/crl/products/CodeSignPCA.crl URL for the Altiris Server.
