"Missing Operating System Files" error when attempting to create a WinPE 2.1 configuration

Issue/Introduction

Cause

The WIMFLT drivers are not loaded correctly.

Resolution

Since the WIMFLT driver files did not load successfully while working directly on the Deployment Server, to resolve this problem, perform the following procedure:

1. Log on to another computer that has access to the Deployment Server express share.
2. Map a drive to that network share.
3. From that mapped drive, browse to the ...\Bootwiz folder, and run bootwiz.exe. 
4. You should see a message that states that the WIMFLT drivers need to be loaded.
5. Click YES
6. Close and restart bootwiz.exe
7. Cancel the New Configuration builder, and select Tools<Install New Pre-Boot Operating System
8. It should show that WinPE 2.1 is successfully installed.

Another possible solution is to go to the directory for WAIK\X86\wimfltr.inf and right click to 'Install'.  If the Deployment Server is installed on a Windows 2003 64-bit OS, then install the wimfltr.infx64.
