Altiris Deployment Server Data Manager won't start

Issue/Introduction

The Altiris Deployment Server Data Manager service won't start.  When you check the application log, you see the following error.

Only one usage of each socket address (protocol/network address/port) is normally permitted.

Cause

Another process was using a necessary port for the Data Manager service.  These ports are 8080 and 1433.

Resolution

Download TCPView or another port sniffing application.  Locate what process is using one of the Data Manager ports and kill that process.  In this case, it was an process called miniwinagent.exe.  Once this process was killed, the Data Manager started right up.
