Getting lots of the following error in Notification Server a.log files:

Description: Failed to open the Service Console Manager on X.X.X.. Return value=0, Error:800706ba
The Notification Server's Microsoft Remote Procedure. Call (RPC) services and/or Microsoft Remote Procedure Call (RCP) Locator service was stopped.
Make sure that the Notification Server's Remote Procedure Call (RPC) service (provided by Microsoft) is started.
Click Start > Run and enter "services.msc". When the Services window opens, scroll down to Remote Procedure Call (RPC) service and make sure it is started. If it is not, right-click on the service and click Start.
For more information on the error 800706be see Microsoft article 197814 at http://support.microsoft.com/kb/197814/ about RPC error information. That article says, "Make sure that the remote procedure call (RPC) services are started on the server computer. You can do this by opening Control Panel, double-clicking Services, and checking to make sure the Remote Procedure Call (RPC) Service and Remote Procedure Call (RPC) Locator services are running and set to start automatically."
