Issue/Introduction

Get-File for PE file failed with error "CLIENT_FILE_PATH_NOT_FOUND" when file path has DBCS character

Steps to reproduce:

1. Add SEPM controller and enroll SEP to SEDR
2. From SEP clients , generate a single RRS event for a PE file, the file path should contain DBCS characters like Japanese or Chinese Big-5
3. From ATP web console -> Search -> Enterprise -> File details page, issue a get file command.

Cause

 For SEP, it is a known issue for few years which OS locale need same as the string language.

Resolution

It must ensure OS locale same as the string language. For example, change Formats, system locale from English to Japanese and copy settings into system account. Otherwise, SEP will fails in many different places.
