Internal Server Error from SEPM when Action Adapter starts

Issue/Introduction

Starting the Action Adapter for SEPM causes the Action Adapter to stop.

Resolution

This issue has been mitigated by a workaround built into ICDx 1.3.1 and fully addressed with the SEPM 14.2-RU2 release.
