Issue/Introduction

Run 'Copy to Filestore' for some PE files from SEDR, All files under c:\windows\system32 failed with error CLIENT_FILE_PATH_NOT_FOUND or CANNOT_DOWNLOAD_FILE_FROM_SEPM.
