All Services on Enforce version 15.5 or higher will not start after applying the latest Maintenance Patches and rebooting the server.
Attempts to start any Symantec DLP Service results in the error:
"Could not start the <Service Name> on Local Computer. Error 1068: The dependency service or group failed to start."
The SymantecDLPNotifier.log file shows:

A 0 byte file named "java" in ServerJRE directory was root cause
Remove the "java" 0 byte file and start the services manually. Services are now restored.
