Cause
Domains categorized as 'Proxy Avoidance' added to the G2 rule under Threat Protection are ignored when Safe Search controls are enabled.
Resolution
In the WSS portal, navigate to Solutions > Content Filtering > Search Controls and disable the Safe Search option in order for that G2 rule to work to allow 'Proxy Avoidance' sites to be accessible.
