The ACFRPTXR report panels cannot find the alternate databases with NOACF2 specified.

Issue/Introduction

Using the ACF2 panels, running the ACFRPTXR report with NOACF2 to use the alternate databases, but they cannot find the databases. The error message is "INPUT DSN NOT FOUND"
and points to the first database, but the names are correct:

SPECIFY INPUT DATA SET(S) FOR ACFRPTXR           
                                                
     //LOGONIDS   ===> SYS1.ACF2.ALTLIDS     
                                                
     //RULES      ===> SYS1.ACF2.ALTRULES

The instructions say:

PLEASE SUPPLY A FULLY QUALIFIED DATA SET NAME(S) OF THE ALTERNATE  
CA ACF2 VSAM CLUSTERS.   

The database names must be in single quotes to be fully qualified:
