Problem:
IPL'ed new z/OS 2.1 (ugrade from z/OS 1.12) operating system and now having problems starting the CCI tasks. A U4093 abend can be witnessed:

Resolution:
Review required system security changes in relation to OMVS segments.
Starting with z/OS 2.1, IBM has eliminated the security calls related to BPX.DEFAULT.USER. In doing so, IBM is enforcing the requirement that all Unix Systems Services (USS) work requires the userid (ACID) to have established USS credentials. This includes a unique UID, assigned default group and Home.
