Can the Global Authorization rules be configured to restrict access in ITMS?

Does ITMS allow the Global Authorization rules to be configured to restrict access?

Environment

ITMS 8.x

Resolution

This rule appears to allow only Administrators to access the Console.  As users of the NS Console are generally non-Admins this rule should not be implemented.
