WebChart Component Duplicates Values on Page Refresh

Issue/Introduction

When using the Web Chart component in a Workflow process, when the rendered page is refreshed or reloaded, the values are doubled, making the graph change and not properly represent the values in the graph.

The examples below show the proper graph:

and then the graph after 1 RELOAD or REFRESH:
