Cause

Unknown at this time.

Resolution

The issue has been reported twice, and the resolution was different in each case.

  1. For the first time it occurred we uninstalled the security software (antivirus) and the upgrade was able to complete without issue.
  2. For the second time it occurred by running the tool ProcMon (Process Monitor from www.sysinternals.com) while the upgrade was occurring. This allowed the upgrade to complete without issue.

The cause is still unknown, and the resolutions do not provide enough info to make a conclusion on how to fix it. If neither of the above resolutions work, please contact Symantec Support and open a case on the issue, thanks!
