GSS 3.3 - Unable to launch Remote Agent Installer on 2016 server with Japanese keyboard input

Issue/Introduction

When trying to launch Remote Agent Installer through console or manually calling rcinstall.exe - nothing happens.
In Windows Event Application logs - we can see AppCrash event.

Environment

Windows Server with Japanese language keyboard input selected.

(reported on 2008 R2, 2016, possibly affects 2012 also).

Cause

Remote Agent Installer crash when calling IME.
IME(input method editor) is resident software for Japanese OS.

Resolution

Issue is reported to engineering.
Meanwhile workaround is available:
Add English or other input Language, and change keyboard input to English before launching RCInstall.
