Cannot Connect to Symantec Licensing Server, but Can Ping It

When trying to send a Birth Certificate on a Virtual Proxy, or to activate a license, it fails to connect. However, using the ping command from the Command Line Interface (CLI) gets a response.

Licensing: Licensing key not installed: Birthcertificate missing from licensing file :(err=5505055)


1) Under Management Console > Configuration > Forwarding > Forwarding Hosts > Global Defaults, uncheck the box that says "Use forwarding for administrative downloads"

2) Click Apply
