Failed to create new classification levels in the Information Centric Tagging console

Issue/Introduction

Administrator is not able to create new classification levels in the Information Centric Tagging (ICT) console 

Resolution

• Ensure the RighsWATCH databases are in place and accessible to the RightsWATCH administration interface
• Check/Turn on Logging of the RightsWATCH administration web-site (DebugMode on web.config)
• Check the Database / Active Directory configurations (Edit/save)
• Check the log files of RightsWATCH administration web-site (rightswatch.log on AD RMS service account folder)

Note: From ICT 15.1 version 'Rightswatch' database name is renamed to 'ICT' database.
