Resolution

That default message can be customized? by changing the user Registry key DownlevelText in HKEY_CURRENT_USER\SOFTWARE\Microsoft\Office\16.0\Common\DRM (This applies to Office 2016. For Office 2013 it should be HKEY_CURRENT_USER\SOFTWARE\Microsoft\Office\15.0\Common\DRM).

When using ICT, the message can be centrally customized: access the ICT Admin console / System Setup / Encryption tab and edit the Plain Email Text field:

The above applies to e-mails sent from Microsoft Outlook.

For the custom message to reach the recipients, the Exchange server TransportDecryption should be disabled (see how to do it here: https://technet.microsoft.com/en-us/library/dd638126%28v=exchg.150%29.aspx).

Otherwise, Exchange will replace the custom message by the default before delivering the e-mail to the recipients.
