SMG is engineered to deliver mail accepted as quickly as possible after passing content, virus, and spam scanning. There is no built in mechanism to stagger or slow delivery per email address in SMG.
If the sending mail server is Exchange, Microsoft has some best practices on their Message rate limits and throttling page on TechNet. For other mail servers or applications, please contact the developer or reference the software documentation for that product.
