UI Logging shows submit_to_sandbox command does not progress past status code "3: Started"

Issue/Introduction

After upgrading Advanced Threat Protection (ATP) Platform to version 3.2.0, every attempt to manually submit a file to Cynic immediately enters status "3: Started" but does not appear to progress beyond that point.

Environment

ATP version 3.2.0.

Cause

Timing issue during startup of the central_manager service.

Resolution

Please upgrade from ATP 3.x to SEDR 4.0.0.

If you are not able to upgrade immediately, please contact support to confirm and work around this issue.
