Windows fails to load smart card reader drivers with Endpoint Protection installed.

Issue/Introduction

With Symantec Endpoint Protection (SEP) 14.x installed, smart card readers fail to work properly due to a driver loading error.  The device will work again if unplugged or disabled and re-enabled within the device manager. 

When viewing the device in device manager, the following error appears:

This device is not working properly because Windows cannot load the drivers required for this device. (Code 31)

The requested operation was unsuccessful.

Cause

A timing conflict between sysfer.dll and svchost prevents the necessary services/drivers from loading.

Resolution

This issue has been resolved through content.  To resolve the issue, update the Application Control Data definitions to 190213022 or later.
