VIP ADFS javascript for out-of-band OTP fails with "unable to send security code to <phone number>"

Issue/Introduction
During ADFS login using Javascript integration, out-of-band fails with "unable to send a security code to <phone number>." This can occur when using Internet Explorer or during a local Outlook thick client login.
Resolution
In Internet Explorer, click Tools, click Internet Options, and then click the Security tab.
In the Select a Web content zone to specify its current security settings box, click Trusted Sites, then click Sites.
In the Add this Web site to the zone box, type *.symantec.com, then click Add.
Click OK twice to accept the changes and return to Internet Explorer.
Close Internet Explorer and/or Outlook, then relaunch.
