Unable to import domain.dat. Receives 'Error: zip file is empty'.

Attempts to import a previously exported domain .dat from a Symantec Endpoint Protection Manager fail with a DomainImporterHandler error message that the zip file is empty, despite having a larger than 0-byte file size.

A broken link within the original domain causes the import action to fail.


Code changes were made to prevent exporting a bad domain file.
