OR use the following workaround:

  1. Alter the sp_TM_CheckClientActiveJobs stored procedure to the following:

alter PROC dbo.sp_TM_CheckClientActiveJobs
  @resourceGuid uniqueidentifier,
  @taskServerGuid uniqueidentifier
 AS
 BEGIN
  SET NOCOUNT ON
  DECLARE @dt datetime
  DECLARE @timeout int
  SET @dt = GETDATE()
  SET @timeout = 60*24
  -- check if user have running task for give Task server
  SELECT ResourceGuid
  FROM ClientTaskInstanceRequests
  WHERE ResourceGuid = @resourceGuid
    AND LastTaskServerGuid IS NOT NULL
    AND LastTaskServerGuid = @taskServerGuid
    AND DATEDIFF(MINUTE, LastTaskServerBindingTime, @dt) < @timeout
  RETURN @@ROWCOUNT
 END
