Cause

When there is a duplicate IP address in the network the Proxy's arp related commands respond with an "x.x.x.x (incomplete)" message.

Resolution

Find the duplicate IP address and remove or correct it. 

Note: You can verify that the issue is no longer experienced by running the ARP related commands again and inspecting .
